Difference between OpenVPN and Shadowsocks?

Hi,

My understanding has always been that the difference between a proxy and VPN is mostly that a VPN provides encryption, whereas a proxy simply forwards your traffic through a different server before the endpoint.

So if Shadowsocks provides encryption, is there still a difference?
